ARTICLE 4 - COMMITTEES

 4.01          EXECUTIVE - This committee shall provide the direction of GHYSA.

  1. Members - The Executive committee shall consist of the Commissioner, President, Deputy Commissioners and the Secretary.
  2. Meetings - All meetings are open to Council members except when it is necessary for the Executive Committee to be in "executive session" as determined by the Executive Committee.

4.02          MEMBERSHIP.  This committee shall provide a program for increasing membership of all types in GHYSA, and will be chaired by the President.

  1. This committee shall consist of three committee members, appointed by the President, from the Council or the Executive Committee.
  2. Members of the membership committee shall assist leagues/associations in increasing membership in GHYSA.
  3. The membership committee shall assist the formation of new leagues/associations.

4.03          COMPETITION (CLASSIFICATION) AND ETHICS COMMITTEE (DISQUALIFICATION) - This committee shall be chaired by the President or his/her appointee, with responsibility of the classification of all J.O. teams that participate in championship play and the conduct of managers/coaches, players, and leagues/associations.

  1. This committee shall consist of three committee members appointed by the President from the Council, with one appointee from the Executive Committee and two appointees from GHYSA Representatives of the Leagues/Associations.  
  2. Members of the competition committee shall evaluate and qualify teams for entry into Gold, Class A, Class B and Recreational levels of play.
  3. This committee will act on written complaint, shall review evidence and reclassify teams as necessary.  The committee will have the final ruling on team classification.

1.      A written complaint filed on a team requesting they be moved up in classification must be filed or before the 1st Saturday in June of current playing year (and any testimony from other parties relating to the classification at issue must be filed with the Commissioner by the same date).  The classification committee will investigate the request and hold an executive meeting with only the manager/coach present.    

2.      A team that has been required to move up through mandatory re-classification can request a hearing with the committee to be re-classified to a lower classification.  The team must file the request on or before the 1st Saturday in June of the current playing year (and any testimony from other parties relating to the re-classification request must be filed with the Commissioner and/or on or before the same date).  The request must include the result of all games played and order of finish for all tournaments the team participated in for the current playing year.  This committee shall review complaints of managers or leagues/association actions involving conduct detrimental to the purpose and objectives of GHYSA. 

3.      The Classification Committee shall render a decision prior the Championship Tournament Draw.

D.        President or his/her appointee, with responsibility of conducting hearing of the Ethics (Disqualification) Committee as prescribed in Article 8 – Disqualification.

E         This Committee shall consist of three committee members appointed by the President from the Council, with one appointee from the Executive Committee and two appointees from GHYSA Representatives of the Leagues/Associations.       

4.04     NATIONAL TOURNAMENT COMMITTEE - This committee shall be chaired by the Commissioner to assist GHYSA in bidding on a National Tournament(s) and shall appoint the subcommittees to run the National Tournament(s).  

  1. This committee shall consist of four committee members appointed by the Commissioner from the Council or Executive Committee.

4.05     FINANCE COMMITTEE   This committee shall be headed by an appointee for the President or Commissioner of GHYSA.  The chairman of the Finance Committee shall appoint two other member to assist in the approval of any GHYSA expense item exceeding $500.00 (except team registration, insurance cost to national office, Register ASA player registration and coach certification fees). 

4.06     CODE AND BY-LAWS COMMITTEE - This committee shall be chaired by the President or his/her appointee, with responsibility of reviewing the Code and By-Laws and make recommended changer to the voting members.  This Committee shall consist of four committee members appointed by the GHYSA President from the Council. 

 4.07       BACKGROUND CHECK COMMITTEE - President or his/her appointee (3 member committee to include the president or his/her appointee), with responsibility of conducting hearing on background check red flags.  President or his/her appointee shall have the GHYSA representative of the league where the coach participate serve as the 3rd member of the committee.

  • A.    The committee shall establish a list of offenses to be reviewed and designate those offenses that require mandatory rejection of coach with positive background check.

    B.     The committee will review the findings and approve or reject the coach.  If the coach is rejected the committee will write the coach and advise him of the appeal process.
